How does a metaphor establish new meaning?

Metaphors have entailments = previous beliefs and experiences that may or may not fit with the new metaphorical experience

When the previous belief fits with the new metaphoric experience, a network of entailments is formed. This network causes a reverberation that awakens and connects our memories and serves as a possible guide for new experiences.

First, the new metaphor highlights certain features while suppressing others that may be contrary.
 
Second, the metaphor does not merely entail other concepts, but it entails very specific aspects of these concepts.
 
Third, because the metaphor highlights important experiences and makes them coherent while masking other contrary experiences, new meaning is formed. If those things entailed by the metaphor are its most important aspects, the metaphor can acquire the status of truth.

Fourth, the metaphor can sanction actions, justify inferences, and set up goals.
 
Fifth, the meaning of the metaphor will be determined by both cultural and previous experience.
